On June 18, 2013, the California Department of Motor Vehicles (DMV) conducted a workshop on regulations that will govern the testing of autonomous vehicles on public roads. The goal of the workshop is to solicit feedback from stakeholders prior to drafting regulations.
DMV covered a number of topics including testing requirements for autonomous vehicles, establishing financial responsibility, providing certificate of insurance, requiring a manufacturer’s surety bond, reporting accidents related to autonomous vehicles, registering autonomous vehicles, and other driver requirements.
In its testimony, ACIC suggested that the operator of an autonomous vehicle to be defined as someone either in the vehicle or monitoring the operation. ACIC further noted that DMV should also consider allowing surplus lines carriers to offer liability coverage for autonomous vehicles given the $5 million dollar liability coverage requirement for autonomous vehicles.
DMV anticipates proposing formal regulations within two months. ACIC will continue to monitor this process.
